Russia could launch a "limited" military campaign against a NATO country within one year after the war in Ukraine ends, the Dutch Defense Ministry warned Monday.

In its annual defense policy strategy document, the ministry said Europe was in a "gray area" between war and peace and pledged to increase Dutch defense investment, especially in unmanned weapons such as drones.

"The Dutch intelligence services estimate that Russia is preparing for a long-term confrontation with Europe," the ministry said in the report.

"In the worst-case scenario, a limited war against NATO members could be possible within one year of the Russian war in Ukraine ending," officials said.

Warning comes before Ankara NATO summit

The warning comes as NATO members prepare for a summit in Türkiye's capital Ankara on July 7-8, where the threat from Moscow is expected to be high on the agenda.

NATO Secretary-General Mark Rutte has said Russia "could be ready to use military force against NATO within five years."

The Dutch report points to growing concern over Europe's security environment as NATO members discuss defense readiness and long-term military capacity.

Netherlands plans major unmanned defense push

To counter the threats, the Dutch government set a goal of making half of its operational capacities unmanned within five years.

As part of that plan, the Netherlands intends to establish a special "development lab" to design and build drones capable of combating other drones.

Defense Minister Dilan Yesilgoz said the urgency of Europe's security challenge was increasing.

"The question is whether Europe and the Netherlands will be strong enough in time to protect our freedom, security, and way of life," Yesilgoz said.

"That is the responsibility of every generation, but rarely has it been so urgent," she added.
