Türkiye commits to investor-friendly reforms for global hub role, official says

Türkiye stays on course with reforms and investor support as it seeks to strengthen its competitive position as a global economic hub, Investment and Finance Office President Ahmet Burak Daglioglu said Thursday.

Speaking at GITEX AI Türkiye in Istanbul, Daglioglu highlighted Türkiye’s geographic position, talent pool, access to funding and ability to connect businesses with regional markets as factors supporting its role as a regional center.

"Türkiye is a hub for the region, but that is not enough for us," Daglioglu said, adding that the goal for the coming decades is to become a global economic power center.

Türkiye builds its case as regional hub

Daglioglu argued that Türkiye should no longer be viewed simply as a bridge between Asia and Europe, pointing instead to its role in manufacturing, research and development and logistics.

"Türkiye is a hub for the region, not just a bridge," Daglioglu said, explaining that multinational companies use the country to manage their regional operations.

He also pointed to Türkiye’s expanding startup ecosystem, saying companies from Central and Eastern Europe, Central Asia, North Africa and the Middle East are coming to the country to establish operations and pursue business opportunities.

Daglioglu described Türkiye as the most diversified industrial economy in its region, while emphasizing its finance, information and communication technology, software and tourism and accommodation sectors. He also cited major investments in infrastructure and superstructure.

New tax breaks target global investors

Referring to the government’s latest incentive package, Daglioglu said that it is intended to help Türkiye progress from a regional center toward a global economic power center.

The package includes a 0% corporate income tax rate for service exports, covering all types of services rather than being limited to software. Multinational technology companies establishing global business centers or shared service units in Istanbul will also receive corporate income tax exemptions, along with certain individual income tax benefits.

A new non-domicile program targets private equity funds, family businesses and high-income individuals that bring their assets to Türkiye. Under the scheme, foreign earnings will be exempt from tax for 20 years, while inheritance tax will be applied at 1%.

The government has also clarified regulations covering employee stock option plans and convertible instruments to facilitate fundraising rounds for startups.

"Türkiye should first be remembered as a resilient and fast-growing economy," Daglioglu emphasized.

The inaugural GITEX Ai Türkiye is being held Sept. 9-10 at the Istanbul Expo Center, bringing together global technology companies, startups, investors, policymakers and industry executives.

More than 300 companies and startups are taking part, while more than 100 investors from 20 countries, managing more than $100 billion in assets, are attending to identify high-potential AI ventures, according to the event’s website.
