Türkiye outlines new research and innovation roadmaps for key strategic sectors

Türkiye is preparing comprehensive research and development (R&D), innovation, and research infrastructure roadmaps in key strategic areas to strengthen its national science, technology, and innovation ecosystem, in line with the 2026 Presidential Annual Program.

The program aims to expand research capacity, promote learning and development at all levels, and increase the production of high-value-added goods and services.

Collaboration between public, private, and academic sectors

The new plan envisions establishing R&D and innovation platforms that will bring together research infrastructures, industries, and universities at national and regional levels. It also promotes technology-driven domestic initiatives, including projects supporting green transformation.

Specialized R&D and innovation platforms will be launched for the green industry project, while collaboration between large firms and startups will be strengthened.

Major companies will be encouraged to support new ventures in their sectors, and venture capital funds will be diversified to promote early-stage, high-tech enterprises.

Technopreneurship and startup support

A technopreneurship badge will be introduced to recognize startups developing technology and innovation-focused business models.

Under the investment-based entrepreneurship support program, new calls will be made for projects, and the capacity of national venture funds will be increased to better finance technology-oriented ventures.

Resources from the Turkish Development Fund will be diversified and additional funding created to invest in tech-focused companies.

Strategic R&D focus areas

The program prioritizes R&D in areas such as health care, space, semiconductor technologies, rare earth elements, and polar research.

In health care, domestic development of vaccines, medicines, medical devices, and diagnostic kits will be supported. Feasibility studies and screening activities will be conducted for medical products essential to the national health care system.

The program also calls for cooperation with national institutions on projects involving AI-based systems and computer-assisted diagnostic technologies.

In chip technologies, efforts will focus on advancing R&D, design, production, and commercialization capabilities through TUBITAK BILGEM’s infrastructure.

Expanding space and technology research

Space research projects will continue, including Türkiye’s lunar mission and indigenous satellite development programs.

The spacecraft under the lunar mission will be prepared for launch, while work will proceed on antenna, electric propulsion, and autonomous life test infrastructure at TUBİTAK’s Space Research Institute.

Integration activities for the “Imece-12” satellite will also be carried out under the high-resolution constellation satellite development project.

Additionally, R&D and innovation support will extend to artificial intelligence, hydrogen energy, and battery technologies as part of Türkiye’s broader goal to enhance technological self-reliance and innovation capacity.
