Turkish intelligence to determine timing of 'terror-free' law

A new phase is underway in the “terror-free Türkiye” process, with a framework law expected to be submitted to parliament after the holiday if field reports confirm progress in disarmament, Yucel Kayaoglu writes in an analysis for Türkiye Daily.

President Recep Tayyip Erdogan recently said that steps would be taken toward the complete dissolution of the terrorist organization that declared it was laying down arms.

MIT assessment key to next step

According to security sources, a “separate and temporary” framework law is planned to encourage the terrorist organization PKK to fully disarm, in line with a parliamentary commission report on the process.

The proposed legislation is expected to include provisions on the legal status of members who lay down arms and legal guarantees for those involved in the process.

Security sources consider it unrealistic to wait for the “last terrorist to lay down the last weapon” before enacting legislation. Instead, a strategy is being followed to introduce the framework law once disarmament reaches a measurable threshold.

The parliamentary report states that disarmament will be verified by intelligence and security units through measurable criteria. In this context, the National Intelligence Organization (MIT) is expected to recommend legal steps once developments on the ground reach a certain stage.

If observation reports from MIT and the National Defense Ministry determine that progress is moving in a positive direction, the framework law will be brought to parliament after the holiday.

Developments in Iraq and Syria

The disarmament process in Iraq had slowed due to negative developments regarding the PKK’s Syrian offshoot, the SDF.

However, following an agreement among parties in Syria and the start of an integration process, movement has reportedly resumed in Iraq, including withdrawals from certain caves and areas.

Officials indicate that if field assessments confirm this positive momentum, legislative steps could follow swiftly.

Timeline for legal changes

Other recommendations in the parliamentary report, including amendments to enforcement regulations, the Anti-Terror Law (TMK) and the Turkish Penal Code (TCK), will also be scheduled in line with MIT’s confirmations and findings.

According to the ruling Justice and Development Party (AK Party) sources, the pace of further steps will depend on how quickly the organization proceeds with disarmament. Many of the “confidence-building measures” are expected to be completed by July, before parliament enters recess.
