Türkiye’s Investment Environment Improvement Council (YOIKK) on Monday released its 2025 Action Plan, introducing 39 reforms aimed at enhancing the country’s investment climate through legal and structural improvements. The plan prioritizes green energy, digital transformation, regional development, and industrial competitiveness.
The new framework seeks to align Türkiye’s business environment with international standards, streamline bureaucratic procedures, and attract private sector investment.
The Industry and Technology Ministry will lead the expansion of organized industrial zones, guided by the country’s national industrial master plan. Strategy roadmaps for key industrial sectors will be updated to align with Türkiye’s 2030 Industry and Technology Strategy.
In parallel, the Energy and Natural Resources Ministry will support the development of energy-intensive industrial zones to promote sustainable production.
To simplify administrative processes, the government will establish a single-window investment platform. New regulations will also be introduced to increase predictability in qualified investments, mitigate risk, and expedite legal procedures in investment disputes.
Enterprise and SME classification thresholds will be revised to reflect current economic conditions.
The plan aims to strengthen vocational education by expanding higher education institutions within organized industrial zones. These institutions will be developed in partnership with local chambers of commerce to ensure curricula align with labor market demands and foster university-industry collaboration.
The Industry and Technology Ministry will soon unveil a national hydrogen strategy to guide legislation, regulation, and infrastructure development for hydrogen production, safety, and implementation.
The plan will support the creation of a green hydrogen ecosystem through research on electrolyzers and fuel cells. Infrastructure will be incentivized, and the strategy will ensure alignment with EU environmental rules on chemicals, waste, and emissions.
Türkiye is also preparing a 2026–2030 Artificial Intelligence Action Plan to strengthen its position in the global AI race. The initiative will include policies for ethical AI development.
Separately, a National Cloud Computing Strategy and a revised National Data Strategy will address issues such as data localization and cloud infrastructure.
The 2025 Action Plan introduces a new Local Development Initiative Program that will define regional priorities and support sector-specific growth across provinces. The program is designed to unlock unused economic potential and enhance regional production capacity.
A nationwide call for investment proposals under the initiative is expected later this year.
